For riders, the most important pieces are whether the plan treats passenger rail as a real implementation priority, how it supports corridors like Indianapolis–Chicago, Louisville–Indianapolis, Chicago–Fort Wayne–Columbus–Pittsburgh, and daily Cardinal service, and whether stations are connected to local transit, sidewalks, bikes, paratransit, and ADA-accessible infrastructure.

This plan will shape what INDOT asks for, funds, studies, and prioritizes in the coming years. If riders, disabled people, students, workers, seniors, and people without cars do not comment, the final plan may focus too narrowly on freight, highways, or vague future studies.
