Indiana already considered the core “Stop Super Speeders” policy in 2026 Senate Bill 235, which would have allowed courts to require Intelligent Speed Assistance devices and authorized the Bureau of Motor Vehicles to regulate devices and vendors. The bill was authored by Sen. Vaneta Becker, co-authored by Sen. Michael Crider, referred to the Senate Homeland Security and Transportation Committee, and never advanced beyond that committee. We will ask these legislators to reintroduce the bill while building support among other politicians, government agencies, and non-profits.

The campaign supports legislation allowing courts to require certain repeat or extreme-speeding offenders to use Intelligent Speed Assistance, commonly called ISA.

ISA technology can prevent a vehicle from traveling above a court-approved speed limit. Similar to an ignition-interlock device used in impaired-driving cases, the requirement would be targeted, temporary and ordered as part of the legal process.

The policy could apply to drivers convicted of serious behavior such as:

• Repeated extreme-speeding offenses
• Reckless driving involving excessive speed
• Street racing
• Continuing to drive dangerously after previous convictions

The final law should include clear eligibility standards, due-process protections, penalties for tampering and assistance for people who cannot afford the device.

The policy would apply throughout the state of Indiana.

Because driver licensing, court orders and vehicle regulations are handled at the state level, action from the Indiana General Assembly is necessary. Local governments, police departments, hospitals, schools and community organizations can support the campaign, but statewide legislation is needed to create a consistent system.

Action is needed now.

Each legislative session without an effective repeat-offender policy leaves Indiana communities dependent on tickets, license suspensions and enforcement methods that may not stop persistent dangerous driving.

The campaign is working to build support before and during Indiana’s next legislative session. Early action gives lawmakers, courts, the Bureau of Motor Vehicles and law-enforcement agencies time to design a fair and practical program.

Speeding is one of the leading causes of preventable traffic deaths in the U.S., claiming nearly 12,000 lives every year. Repeat offenders—“super speeders”—disproportionately cause fatalities and injuries, making them one of the most dangerous threats on our roads. Traditional penalties have often failed to stop them.

Intelligent Speed Assistance (ISA) technology can save lives by preventing vehicles from exceeding posted speed limits. This proven safety feature helps drivers stay within the law and protects everyone on our roads—drivers, pedestrians, and cyclists alike.

We must build public support, persuade state lawmakers and help move legislation through the Indiana General Assembly.

Indiana considered an Intelligent Speed Assistance proposal in 2026 through Senate Bill 235. Our campaign will build on that effort and advocate for a carefully written law focused on repeat extreme-speeding, reckless-driving and street-racing offenders.
