How Public Advocacy Reshaped the East Washington Street Wawa Proposal

Central Indiana Cycling participated throughout the public review of the proposed Wawa near the planned Blue Line station. Public testimony, DMD staff review, and community involvement led to multiple site-plan revisions, including removal of parking from East Washington Street, additional green space, improved pedestrian connections, and fewer requested variances. The Hearing Examiner initially denied the petitions, but the Metropolitan Development Commission later approved the project. The final plan required only one variance—for ground-floor window transparency—which was approved 6–2; the primary plat was approved 8–0. The case also clarified that six two-sided pump islands count as six pump islands under the existing ordinance, exposing a potential gap in how fueling capacity is regulated near transit.

Dutch Bros at Washington Square: Better Walkability Through Advocacy

Central Indiana Cycling teamed up with the Far Eastside Community Council and the petitioner of case 2026DV3016A to secure meaningful pedestrian improvements for the proposed Dutch Bros at 10220 E. Washington Street, near the future Blue Line BRT station. The revised plans include trail-width sidewalks, new connections to Target’s pedestrian network, enhanced landscaping, public benches, and bicycle signage. While our request for a direct, conflict-free connection through the site remained unresolved, the BZA approved the variance on September 15, 2026. The case demonstrates how public participation can improve development and advance Washington Square’s vision for a more connected, multimodal district.
